- identity-based authority
All execution authority is derived from:
- validated decisions
- defined artefacts
- documented structure
- observable system behaviour
This approach reduces dependency on individuals and protects continuity under change, pressure, and handover.
Execution remains reliable not because of who performs it, but because of how it is governed.
Reliability is a property of structure, not personality.
